For it to be resolved as “Yes,” Israeli military personnel need to physically enter Lebanese territory specifically for combat operation. Now, “combat operations” means more than just being present—it involves being there with an intent for combat, like setting up a position, advancing into enemy areas, preparing for a potential fight etc. Direct engagement isn’t necessarily required, but the intent must be combat-oriented.On the other hand, intelligence-gathering missions are different. If Israeli troops enter Lebanon purely for reconnaissance or covert information gathering, and there’s no combat objective, that wouldn’t count under the definition of “combat operations” for this market.
