The rules work on consensus of credible reporting. Right now they point to Yes. Burden of proof is on the counter argument.

There simply is no proof to answer this question yes. An unnamed US source said recently there where reconaissance operations. It does not say anything if it happened in the time frame from the 18th of September until today. We all agree that proof is needed to resolve, whether it is a polymarket or a legal case. And there is none yet.
