you can't have your French nationality taken away under any circumstances. The EU is probably involved but the US I don't think so. France has different reasons to be angry with Telegram. It has been used by terrorists, recently by a nazi group which had drawn up lists of French personalities to be eliminated, and above all Telegram is the main way to watch French soccer for free, what costs hundreds of millions each year to the French league.
