People who are relying on the strict wording of the rules should not be penalized for doing so.

This was a poorly worded proposition, and the reason I stayed out. Anyone who follows politics knows candidates don't withdraw. They suspend. By suspending campaign activities they may continue to raise money. If they withdraw, the money ends. Reasonably, yes, he's done. But by the strict wording of this prop it should resolve to No. This one is a shit show.
