Not true. If he endorses someone else by Aug 20th... it is clearly YES according to rules. There is no contingency for separating the fact Biden backed out. "Statements that the Democratic party should nominate another candidate other than Joe Biden will also qualify for a “Yes” resolution."

he can't call on someone to drop out who isn't in the race. Even if he comes out in support of the eventual candidate, this is a no. The rules clearly state that he would need to express the party should nominate someone other than joe biden, who made the decision himself to withdraw.
