I assume this market was created since there was a possibility that biden would be considered senile in the debate. He happened to debate the worst he has in his life BY FAR, I think this market deserves to resolve YES

setting aside biases and politics, the outcome of this bet should simply be: has the conditions of the rules been met? if even 1 condition written in the rules has not been met, the outcome can not be ruled as "yes" "clear signs of senility consistently throughout" - this condition has not been met.
