Harris has been much tougher on Israel than Biden, even calling for an immediate ceasefire in March. Josh Shapiro is very outspoken in his support for Israel, taking a hardline stance against protestors at UPenn and stating he would support an Anti-BDS bill. The approval rating of Israel's war in Gaza is constantly falling, especially after the ICJ ruling. Choosing him as VP seems risky.
