if you google what are the steps in a case like this, you will see that a full plea agreement is not the first step, it is step 2 or 3, and in other cases 4. The first step, the step 1, is that court filling, with the charges and a summary of the facts. so, one things doesnt have to do with the other. and for the other doubt about doj site: the reason you don't see a full press release in the doj site advertising this is because they have decided to not generate a lot of noise or media. so it was a different approach, a little quieter, with a simple court filling on sunday, but one that still has a charge in there. they are a little quieter becaue they know boeing is in a delicate position and they dont want to destroy it altogether

@HairyGensler that court filling from sunday does equate charges. It's one of the ways a criminal charge can be brought to a company. In that document you will find a summary of the facts, and the name of the charge, which is "fraud", as it was reported by this reuters article, among others. We still don't have access to the document, but credible sources (reuters) they had access to that file and they have reported it. which is why they all wrote "fraud" in all of their titles and articles.there's no way these credible news agencies were going to write fraud, if they haven't read that in the document. So this will be enough to resolve the market to a yes.If not, maybe waiting until that document goes public could be another way, but it's not needed. a lot of credible sources already reported "fraud".
