A suspension is not legally defined, there are no "suspension" forms you could fill out. A candidate uses the term "suspension" if he wants to keep dontains or keep the opportunity to continue the campaign later. In my opinion such bets should evaluated be on the last dot of the definition, RFK is still in the race, announced that he suspends his campaign but stays on ballots. That's a very solid "NO". His chances of becoming president are minimal now but not zero. The bet could have been "RFK stops his campaign", that would cover withdrawals and suspensions. But the term "withdrawal" was used, which has defined meaning.

It's pretty clear that RFK has effectively dropped out of any serious contention for the WH... but the rules state : "his withdrawal or is confirmed to have withdrawn from the 2024 US presidential race by 11:59 PM ET on August 23, 2024".
