A suspension is not legally defined, there are no "suspension" forms you could fill out. A candidate uses the term "suspension" if he wants to keep dontains or keep the opportunity to continue the campaign later. In my opinion such bets should evaluated be on the last dot of the definition, RFK is still in the race, announced that he suspends his campaign but stays on ballots. That's a very solid "NO".
