Yeah TASS said that. Why would the opposition rebels let them stay there indefinitely when those bases where just used to bomb and kill them? The deal is surely temporary for a non embarrassing exit.

Militiray personell is still using all military bases in Syria. Other interests are still being researched. Personally I dont see a reason for Russia to completely withdraw out of the country.
