Has Turkey recognized that he is the foreign minister of Syria and not just a rebel calling himself that? Yes, they have. The official website of the Turkish foreign ministry is referring to Asaad Hassan Al-Shaibani as "Minister of Foreign Affairs of the New Administration in Syria". This is while the same official Turkish website is reporting that the foreign minister of Turkey met with the foreign minister of Syria in a formal meeting. This is formal recognition.
