this market only holds because -500kPence is solo buying all shares, unless he is carrying out the response by himself I dont see any arguments to resolve it for "Yes"

Looking at the context, idk how this could resolve as "Yes" - the rules mention that biden has already vowed to "hold those responsible" for the attack i.e. any vague verbal response shouldn't count.
