It's possible to get an airdrop without donation. I can write a contract that will take a flashloan to pay the donation and gas fee and then use a fraction of ZRO amount to repay that flashloan. User will just come and get free money in the form of ZRO in this case, which is effectively an airdrop. It's not an ICO or token offering or whatever, because you can immediately sell the token much higher than any donation amount.
