Who will Trump pardon in first 100 days?

Not sure, I honestly do not understand his reasoning fully, but he promised it and walking back on a public promise would do worse reputational damage than freeing him. Also, if he thought it's bad optics and alienates republican voters, why did he promise it at all publicly for these voters to hear during the election? Seems he judges the pros and cons differently.
