tbh i don't know how this deal would look like, but it seems pretty ridiculous. Not long ago Intel had a higher marketcap but suffered 60% loss in mcap this year. If a deal like this goes through, it probably either is a steal or a bankrupt call for QCOM!

Unlikely. All the subsidies and tax credit for Intel alone add up to 40B$ plus differed dividend means there is no need for this for Intel management.
