rules state that OTHER temporary shipping channels do not count. this clearly implies that a temporary opening of the main channel counts. If the intent was for this not to count, it would have simplym read "temporary channels do not count"

Key bridge port activities resumed by the opening of a third channel at for Carrol on Saturday April 20, 2024 for commercially essential vessels. https://images.app.goo.gl/qCkyoV8BgC3bxU7v6 The subset of commercial vessels are those within a controlling depth of 20 feet (6.1 meters), a horizontal clearance of 300 feet (91.4 meters) and a vertical clearance of 135 feet (41.2 meters). This allows a greater variety of vessels to access the port, including a subset of commercial cargo vessels.
