https://public-inspection.federalregister.gov/2025-02116.pdf looks like the EO hit the federal registry. You can see there the plan is only referenced as a plan for release, not declassification because it is declassified immediately by the EO. Since the EO has no timeframe for its declassification legally that means it is immediate at the time the EO was signed. And The text of the rules do not say release is required only the act of Declassification. this is supported by two other primary sources.
