French politics seems to be in choas, very unlikely any trainers will be sent to Ukraine this month.

The rules are unclear here. The second paragraph implies that for the market to resolve as Yes, France has to actually send trainers before June 30. The third paragraph implies that an official announcement would suffice. No clarity regarding a situation when France makes an announcement in June that it is going to send trainers later (in July for example).
