the rules don't even say the government needs to be formed, just that an agreement is "announced". if it fell apart after it was announced that wouldn't matter. whether or not there is a new prime minister at the moment is irrelevant.

'"Yes" if a coalition agreement to form a new Dutch government is officially announced by the participating parties.' Read carefully -to form- not -have been form-. Just announcement of agreement is enough for Yes.

Those are leaders of the Parliamentary parties. None of them will be part of the government as the intent is to have a cabinet of ministers with no members of parliament. The Government of Holland, under Art 42.2 of the Constitution is: "1. The Government shall comprise the King and the Ministers.
