IMHO the possibility of dune performing >100m is at 50%/50% because of four reasons: 1: Dune Part I was released during peak pandemic and release on HBO max and grossed 41m. 2: Dune Part II has a followership from Dune readers as well as new fans from part I. 3: Very good feedback from early viewers/critics. 4: No big releases in and around end of march/ oscars hype.

It's based on a specific number from the "Domestic Weekend" tab on boxoffice mojo. Even if you think there is unclear language elsewhere in the rules, you can't just ignore the parts of the rules you dislike.
