People who have bought yes so far probably didn't read the rules for this market. His speech tomorrow, even if it is a live broadcast, will not count as a public appearance. He also will not be traveling at all tomorrow, so there will be no Air Force One sightings like there was today. There is also no press briefing scheduled for tomorrow. For this market to resolve to yes, Biden would have to, for some reason, leave the White House to go out in public rather than prepping for what will probably be his most viewed speech ever.

Has to be in public. Unless he's in there while they're giving a tour, the Oval Office doesn't count
