it doesn't say it in the rules but people on here are really shitty about that stuff. people love proposing resolutions before all the info is known and you have to put up a $750 bond and pray UMA sees it your way if you want to stop them. some of the fault also lies with polymarket on often not providing any guidance in the rules for when a proposal can be made. in this market it's going to be pretty clear that nothing close to 1 trillion was raised, so not the biggest deal.

When does the market actually conclude? Is it both raise AND announce in Q1? Can he raise in Q1 and announce in Q2? etc
