unfortunately for the two of us, the rules say that a shutdown just has to occur at any time between the start and end dates so even if it is no longer a shutdown at the end date this would still resolve Yes.

The rules say 12 p.m, which is mid day, less than 12 hours from writing this. The House has passed the stopgap bill before the midnight deadline, so crisis half averted. Plus, the White House has just said: "Because obligations of federal funds are incurred and tracked on a daily basis, and the President will sign the bill tomorrow, agencies will not shut down and may continue their normal operations tomorrow." So hopefully, Biden signs the bill on March 9th
