This is a far-fetched and factually wrong analogy. The sanctions at issue were imposed on the basis of the EO entitled "Russian Harmful Foreign Activities Sanctions Act" and which starts with the words "Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation". https://pmexpressng.com/six-nigerians-sanctioned-by-us-over-6m-cyber-scam/ Same executive order. Were these sanctions against Nigeria? No. Unless, the sanctioned individuals acted on behalf of the Russian state, it cannot qualify. And there’s no evidence that they did.
