for the last time , it is not about adding language, never has been. blocking of congressional pay raise is already on the books from previous CRs, so this CR would need to STRIKE language which hasnt happened. you're simply mistaken, gl arguing this in the UMA trenches tho

Specifically, the Continuing Resolution (CR) does not include the usual language that has blocked cost-of-living adjustments (COLAs) since 2009. So yes, they will get pay raise...
