DuecePapi - The link you showed doesnt show % counted which Philly is at 98%....Every county is at 98%+ except for Cambria at 64% which isn't mail in. It's hand counting from their voting booth issue. With current ratio there's still another 8k delta toward trump coming from that county putting the difference at 2.2% Trump. Also, they won't put more than 98% so most of those counties are at 100%
