I think you are referring to an older version of the bill the current one is very stripped down.

Probably betting my bias on this one, but Newsom is comfortable supporting tech by stopping bills. This bill is probably the most dangerous to tech industry that he has ever faced. It could lead to a great migration out of state and tech simply not offered in California. Don't see this passing.
