Yes holders are not disputing that hot mics happened. The rules explain that if mics are "muted specifically while the other candidate is speaking, it resolves to yes. The mics were only muted specifically whenever the other candidate was speaking. It doesn't matter if it wasn't always muted, because it was only ever muted specifically when the other candidate was speaking.
