That tweet is the same thing as his CNN interview where Sanders said that he would eventually endorse Harris but wanted to speak to her first. He’s been saying that she needs to be elected for almost a week now. There’s absolutely no way that tweet is an official endorsement and it would be a real shame if this market gets resolved to “Yes” right now and Sanders releases a statement officially endorsing Harris after the nomination is decided.
