i hate getting this pedantic but an "exchange" implies multiples sides. if i go up to someone on the street and shoot them, that isn't an "exchange of gunfire"

It's literally an incident ("any" incident!) involving the use of force such as exchange of gunfire in a direct military engagement between NK and SK military forces. Difficult to believe that firing shots is a non-violent action.
