Based on the rules provided, if the Consejo Nacional Electoral (CNE) of Venezuela officially declares Nicolás Maduro as the winner, this market will resolve to "Yes." Even if other credible sources report that he lost, the official declaration from the CNE takes precedence. Therefore, if the CNE says Maduro won, the market resolves to "Yes."
