ICC issues an arrest warrant for Netanyahu?

The scheme above shows that "no" was the "outcome proposed" and that we're now in the "dispute window". It's been like that since at least yesterday. Not sure how long the "dispute window" lasts, but my impression is that this is taking a lot longer than most markets do to go through this process.
