I think the former. Otherwise, how long will we be waiting to hear if the debate has occurred? I think it will be pretty clearly communicated to the public before or soon after the actual debate occurs.

"The debate merely needs to be confirmed to have been completed by the end date" Does this mean that we need to get confirmation that the debate occurred by April 12, 11:59 PM, or does it mean that we can get the confirmation after April 12 as long as it is confirmed that the debate was completed before April 12?
